Chapter V of the EU AI Act, establishing obligations for General-Purpose AI (GPAI) model providers, entered into force on August 2, 2025. However, enforcement with penalization powers becomes fully effective on August 2, 2026, when the European Commission gains supervision powers under Regulation 2024/1689. GPAI providers face fines up to €15 million or 3% of global annual turnover under Article 101 for non-compliance. For broader AI Act violations, penalties can reach €35 million or 7% of global turnover under Article 99.
