From 2 August 2026, the European Commission's enforcement powers under the EU AI Act become fully applicable for providers of general-purpose AI (GPAI) models. The Commission will have authority to enforce compliance and impose fines of up to €15 million or 3% of global annual turnover for non-compliance under Article 101. GPAI obligations themselves entered into application on 2 August 2025 for new models placed on the market after that date, with providers required to notify the AI Office of models posing systemic risks. Providers of models placed on the market before 2 August 2025 have until 2 August 2027 to achieve compliance. The Commission has issued non-binding guidelines to help GPAI model providers understand their obligations, including clarifications on open-source exemptions and what constitutes significant model modifications.
