Regulation (EU) 2024/1689 (the EU AI Act) enters its most consequential enforcement phase on August 2, 2026, when obligations for high-risk AI systems become fully effective. Under Annex III of the Act, high-risk classification applies to AI used in employment screening, access to education, creditworthiness assessment, insurance pricing, law enforcement, and border management. Model providers must comply with transparency requirements, technical documentation, and conformity assessment procedures. Failure to comply can result in administrative fines as well as civil and criminal liability.
