The EU AI Act enters its most operationally demanding phase on August 2, 2026, when high-risk AI system obligations take effect. Providers of high-risk AI systems must comply with Article 9-15 requirements including conformity assessments, documentation, and transparency obligations. Non-compliance can result in fines up to €35 million or 7% of global annual turnover, whichever is higher. GPAI model rules already took effect on August 2, 2025, requiring providers of foundation models like GPT-4, Claude, and Gemini to comply with technical documentation and cooperation obligations. The European Commission has issued guidelines to clarify obligations for GPAI model providers, with high-risk AI systems covering eight categories defined in Annex III. European Commission Digital Strategy reported the core details. Legiscope noted additional context. GDPR Register added corroborating details.
